SCIENCE / The Ministry of Science and Innovation addresses structural reforms for R & D & I with a historical budget


#In a year marked by the pandemic caused by COVID-19, the #Ministry of #Science and #Innovation has completed many of the commitments set for this legislature and has initiated the procedures to comply with the rest. #To do this, count next year with a historical budget for R & D & I, with an increase of 59.4% for the #Ministry, to 3,232 million euros.

#In #November, the #Ministry published the prior consultation of the reform of the #Law of #Science, #Technology and #Innovation of 2011, which intends to introduce reforms in the scientific career to provide researchers with a stable incorporation system to the #Spanish #System of #Science, #Technology and #Innovation. #In addition, the regulations governing the transfer of results of research activity are updated to promote innovation. The objective is to solve two of the main deficiencies detected in the system, related to the scientific career and the transfer of knowledge.

#With the same purpose of increasing #Spain’s capacity to attract and retain research and technical talent, an increase of 91 million euros has been approved in the 2020 calls for research projects, for postdoctoral grants’ #Ramn y #Cajal ‘and’ #Juan de la #Cierva ‘and for the call for #Severo #Ochoa and #Mara de #Maeztu centers of excellence.

#For the planning of the coming years, the #Council of #Ministers approved in #September the #Spanish #Strategy for #Science, #Technology and #Innovation 2021-2027, which is conceived as the multiannual reference framework whose objectives are shared by all the #Public #Administrations with competences in terms of promoting scientific, technical and innovation research. #One of the main objectives of the #Strategy is to promote private investment in R&D in order to double the sum of public and private investments in R&D, until reaching 2.12% of GDP in 2027, from #January 1, 25% current. #This significant increase is essential after a decade of budget cuts and administrative difficulties for #Spanish science and innovation. The #Government has already taken the first steps to do so with the #Shock #Plan for #Science and #Innovation and with the approval of the #General #State #Budgets for 2021. #For its part, the #State #Plan for #Scientific, #Technological and #Innovation #Research 2021 -2023 will be approved soon.

#To ensure the sustained increase in resources for R & D & I and the organizational improvements of the system and the situation of the research staff, the #Ministry has agreed a #Pact for #Science and #Innovation with more than 40 representative organizations of science, the university, the company and the workers, which will be presented in the #Cortes soon.

#Research #Bodies

#Regarding the #Public #Research #Organizations (OPIs), the PGE 2021 significantly increase their resources, such as those of the #Higher #Council for #Scientific #Research (CSIC), 44%, or those of the #Spanish #Institute of #Oceanography (IEO), 63%. #Furthermore, the paperwork for the reorganization of the IPOs is well advanced.

#Through the #Budget #Law 2021, the legal figure of the state agency for the CSIC and the #State #Investigation #Agency will be reintroduced, and the maintenance of the specialties of the legal regime of the CDTI, thereby achieving greater ease in management of these entities and uncertainties in their legal regime are eliminated.

#Health #Sciences

The #Government made 30 million euros available to the scientific community in #March for research on COVID-19: analyzing and learning about the biology of the virus; develop new therapeutic and prophylactic options, including vaccines; develop an epidemiological surveillance system, or analyze its impact from the point of view of health services. The CDTI, for its part, has granted more than 56 million euros for innovative business projects against COVID-19.

#Furthermore, health research has been strongly reinforced. The #Council of #Ministers has approved the 2021 call for the #Strategic #Action in #Health (AES), for an amount of 134.4 million euros, 33.2% more than in 2020. #This amount, in addition, may be increased by 55 million euros once the #European #Union’s recovery plan is approved. The AES, of the #Carlos III #Health #Institute (ISCIII), is the main tool for the financing of biomedical and health research in #Spain, through the concession, each year, of different subsidies for the development of research projects and the hiring researchers.

A call has also been approved for the development of three health infrastructures (#Predictive #Medicine, #Data #Science and #Genomic #Medicine) endowed with 25.8 million euros, which will have an additional 51.5 million in 2021. #And the resources for the #National #Centers of #Epidemiology and #Microbiology.

#Innovation

The CDTI has a 42% increase in its budget for new co-investment programs in technology-based companies or support for innovative SMEs, and for the reinforcement of existing ones, such as the ‘#Misiones’ or ‘#Cervera’ programs, until reaching the 1,500 million euros.

The first call for applications for the ‘#Science and #Innovation #Missions’ program has been resolved for 105 million euros, which represents a step forward towards the promotion of large projects with high economic and social impact in strategic sectors.

The #Public #Purchase of #Innovation line has also been reactivated with the signing of 15 agreements with CCAA, local entities and public companies, for the development of projects worth 145 million euros for the development of innovative products and services for #Public #Administrations in areas such as health, sustainability, or intelligent transport. #Likewise, the CDTI’s #Pre-commercial #Public #Purchase instrument has been launched, with which innovative products will be acquired for use in the public sector.

#Large #Facilities

#In the 2021 budgets an increase of 190 million euros has been reflected for #Singular #Scientific and #Technical #Infrastructures (ICTS), 29 large facilities spread throughout the country.

The #Council of #Ministers approved this month the financing of the #Barcelona #Supercomputing #Center – #National #Supercomputing #Center (BSC -CNS) between 2020 and 2029. #In this decade, the #Ministry of #Science and #Innovation will contribute 60% of its total financing, up to 115 millions of euros. The objective of this financing is to finance the acquisition and start-up of the #MareNostrum5 supercomputer and its associated research infrastructures, the adaptation of the data processing center for use for supercomputing, the acquisition and start-up of the electrical substation and all expenses of operation that these new infrastructures will add to the current current expenses of the consortium.

#At the international level, the #Ministry of #Science and #Innovation has maintained continuous contact with those responsible for the #Thirty #Meter #Telescope (TMT) and the associated countries, showing their full support for the installation of the telescope in the #Canary #Islands, in case they finally fail to do so. can be built in #Hawaii. #All necessary permits and licenses are already approved to start construction immediately.

#In addition, a transfer has been granted to the #Instituto #Astrofsico de #Canarias for 8.5 million euros for the #Spanish contribution to the first five telescopes of the #Cherenkov #Telescope #Array project. The consortium with the #Junta de #Andaluca for the construction of IFMIF-DONES in #Granada, a large international infrastructure within the ITER nuclear fusion project, has also been approved. #And the creation of the #Center for #Genomic #Analysis consortium is planned.

#Equality

The #Royal #Decree regulating the #Observatory “#Women, #Science and #Innovation” has been approved. The new #Observatory has approved its work program for the next two years, which includes five lines of work with specific objectives related, among others, to stability and career development, the visibility of scientists and innovators, the promotion of scientific vocations or the promotion of structural changes to end the gender gaps that persist in R + D + I, as well as a structure of working groups for the analysis and proposal of new measures.
