The pandemic has changed the priorities of Quebecers: their appetite for public transportation is decreasing, that for the car is increasing, while on the Quebec side, the two major infrastructure projects, the third link and the tram, are beating wing in public opinion.

According to a Léger survey carried out on behalf of Newspaper, the pandemic has changed the perceptions of Quebecers in several respects.

We plan to use the car more, much less public transit, and we expect telework to relieve traffic jams (see other text below).

As for the mega infrastructure projects that were talked about a lot before the crisis, some have been relegated to the background.

Lower interest

This is particularly noticeable in the metropolitan region of Quebec. While the structuring public transport network and the third link between Quebec and Lévis had previously won the favor of a majority of citizens, they lost their feathers in just a few months.

In fact, 57% of respondents now want us to question the tram. The tram even garnered stronger support in Montreal with 58%, compared to only 40% in the capital. “It’s a bit surprising,” said Christian Bourque, vice president at Léger.

As for the third link, which last summer was desired in Quebec City by 77% of the population, almost half of those polled would like to think twice before getting started.

“For the two Quebec City projects, it is as if the crisis had created a flutter. Quebecers wonder: what are my priorities? It came to shuffle the cards, “analyzes Mr. Bourque. “In the very short term, these two projects do not have a very significant momentum in the Quebec region. ”

Strong support for Montreal

In the mainland, it is rather the opposite trend that is observed, with regard to large construction sites. “The two public transit projects are popular in Montreal, despite the current context,” said Christian Bourque.

Even during the health crisis, which is costing governments dearly, three-quarters of Montrealers support the construction of the Metropolitan Express Network (REM). Support is almost as high for the extension of the Montreal metro (70%).

Elsewhere in Quebec, opinions on these two metropolitan megaprojects are more moderate but still generally favorable.

Difference between the two regions

The difference in perception is notable between Quebec and Montreal, notes the pollster.

The people of Quebec “wonder why (the third link and the tram) should be a priority. We are in a period of hesitation where people say to themselves: right now, we have other things to do. While the two public transit projects, in Montreal, people say to themselves: it takes more public transportation, period. ”

METHODOLOGY | The web survey was conducted from May 22 to 24, 2020 among 1,003 Quebecers, aged 18 or over. The results have been weighted. For comparison, the maximum margin of error for a sample of 1,003 respondents is 3.1%, 19 times out of 20. Of the 1,003 respondents, 400 came from the Montreal census metropolitan area (margin of error of +/- 4.7%, 19 times out of 20) and 302 came from the Capitale-Nationale region (margin of error of +/- 5.66%, 19 times out of 20). When the total results for Quebec are presented, the relative weight of each of the regions in the total population of Quebec is restored, so that this total is representative of the distribution of the population in the territory.
