Brazil’s transmission system needs US $ 2.5bn modernization


#As renewable energy and distributed generation projects multiply in #Brazil, the management of transmission assets becomes critical and requires large investments, says an analyst at KPMG.

“#Before we had very centralized energy and now, with the expansion of renewable energies, we must enable a more automatic transition from one state to another, using a bidirectional system, but our assets are not prepared for that,” #Franceli #Jodas told BNamericas , partner of KPMG.

#Based on data from the regulator #Aneel, #Jodas estimates that the modernization of the lines transmission will require investments of 13 billion reais (US $ 2.5bn) by 2030.

The biggest challenge is replacing assets when necessary to avoid rising transmission rates.

“The agents are evaluating how they will perform the replacements and modernize the network at the same time, which is necessary to meet the increasing injection of intermittent power into the network,” #Jodas said.

The baseline scenario defined by the state energy planning agency EPE for the transmission segment foresees 90bn reais in investments, an expansion from 162,700km to 200,154km in the networks and an increase from 395,366MVA to 525,115MVA in the transformation capacity .

#On #December 17, #Aneel auctioned 25 lines with a total length of 1,958km and 12 substations (6,420MVA), which will require 7.4bn reais. The tender generated stiff competition, with an average discount of 55.2%.

The #San #Nicholas consortium, made up of #Mez #Energia e #Participações and #Mez #Energia #Fundo de #Investimentos em #Participações em #Infraestrutura, obtained 5 of the 11 lots after offering discounts of more than 50-70%.

#Although the discounts were “too high”, the relatively low rates will not compromise the maintenance of the new infrastructure during the term of the concessions, #Jodas said.

“#We have a very well regulated environment and the actors that are entering [al sector] they are familiar with the way the system works, “he added.

#Jodas adds that the blackout in #Amapá state was caused by a combination of errors made by the concessionaire responsible for the #Macapá substation (#Linhas de #Macapá #Transmissora de #Energia), where the problem originated, and regulator #Aneel.

“It is still too early to say, since the authorities have not revealed the conclusions of the investigations, but the truth is that there will always be risk. The important thing then is to have adequate supervision to guarantee that the risk is limited ”, he specified.
