Juarez City- After more than three days of uncertainty, yesterday Governor Javier Corral announced the new measures for the reopening of activities, the restaurant sector being one of the most affected since they will continue to be unable to operate.
The president said that once the variables have been reviewed, it is expected that no later than November 30 it will be announced whether Chihuahua remains in “modified red” or there are conditions to make a transition to orange.
Starting Monday, the state of Chihuahua will enter a phase of “modified red” with respect to the epidemiological risk traffic light, where industry and other activities will be able to resume operations.
The governor did not consider the relaxation in the hours of the sale of alcoholic beverages in closed bottles, so the “dry law” will continue from 6 in the afternoon to 9 in the morning from Monday to Wednesday, and total restriction from Thursday to Sunday .
It was also announced that as part of the guidelines that will come into operation on Monday, it was highlighted that those essential activities such as medical and dental offices, agriculture, public works, children’s stays, basic services and food, may operate with a capacity of 100 % but with strict prevention measures.
New essential activities such as the automotive and aerospace industries may operate with a capacity of 60%, but with the possibility of increasing their capacity to 80%, prior to a certification from the Ministry of Labor and Social Welfare (STPS).
While manufacturing in general may be reactivated with a capacity of 30%, however, it will also have the possibility of expanding it, with a certification.
In this regard, Thor Salayandía, local president of the National Chamber of the Transformation Industry (Canacintra), indicated that the new conditions of the red traffic light pose benefits for the industry.
The industry sector leader noted that the proposed certification will help prioritize health and life care, which is also the main concern of the business sector.
“How good that the possibility of working at 80% with this certification for non-essential industry was opened, because that can lead us to a model in which between ourselves and the Government we can produce with minimal risks; it’s what we all want, ”he said.
He pointed out that the next step is for the competent authority to focus on trying to boost economic activity and at all costs avoid slowing it down, educating companies and guiding them to achieve certification as soon as possible with minimal expense.
Regarding the reactivation of other sectors, Salayandía Lara pointed out that it is urgent to open the economy with all possible measures, because the risk is that companies can no longer restart due to the accumulation of debts with zero income.
The restaurants will remain suspended until defining the new measures for the reopening, which will be discussed on Monday between business organizations with the Ministry of Innovation and Economic Development (SIDE) and Health.
In the same situation are, tianguis, and establishments located inside shopping centers.
Cristina Cunningham, state president of the National Chamber of the Restaurant and Seasoned Food Industry (Canirac), indicated that since days ago, said body presented to the SIDE a series of proposals to allow them to resume activities, improving aspects such as capacity and prevention measures applied within establishments.
“First of all we have to keep waiting, but we will continue working under the red color modality, with take-out service, home delivery and through digital platforms, which is better than working with the mobility restrictions that they imposed,” he said.
“We have already sent some proposals, and in the meetings we are told about eight points that we have to fulfill in order to enter this group to continue working, however, we still have doubts on some issues because each sector is different,” he added.
Cunningham Hidalgo pointed out that among the proposals that have been made to the State Government, it is highlighted that the capacity for restaurants at red light is 30%, and this is increased to 50% in orange.
“Until then we are going to stay, in case of going to yellow, we ask not to increase the capacity, until we get to green, this is because we want to continue collaborating, but we do request that they not close us again,” he commented.
Likewise, he indicated that so far, they have not been summoned for the meeting that was announced by the governor, so the sector still remains uncertain, and awaiting conditions that give certainty to each of the productive sectors.
Another of the measures announced yesterday was that therapeutic services may also operate with a capacity of 100%; the libraries will remain open only for external loan.
The self-service stores will have a restricted capacity, depending on the square meters of the establishment; while hotels will maintain a capacity of 30% and with strict prevention measures.
Bars, nightclubs, canteens, lounges, casinos, spas, aesthetics, museums, theaters, cinemas, public parks, closed and open sports units, gyms and churches, will continue to be suspended.
It was also highlighted that essential government activities may operate with a capacity of 100%, while those considered non-fundamental may do so at 30%.
