The capital branch of the Communist Party is asked to check for corruption abuses

Moscow City Duma deputy Dmitry Loktev asks the prosecutor’s office to check the activities of the leadership of the Moscow branch of the Communist Party, including Valery Rashkin, for financial abuse.

Earlier, deputies Dmitry Loktev and Elena Shuvalova were expelled from the Communist Party of the Russian Federation, and then from the party’s faction in the Moscow City Duma after criticizing the leadership of the faction in the public field.

According to RT, Loktev suspects that the party may have embezzled funds allocated to pay assistants to the deputies.

Loktev said that the Regulation on the Communist Party faction in the Moscow City Duma contains a clause according to which deputies who do not receive salaries are required to “strengthen the material base of the Moscow branch of the Communist Party.”

According to the deputy, this requirement is a veiled basis for a corruption scheme. Loktev recalled that the status of a deputy has already been spelled out in the regulations of the capital’s parliament, the law on the Moscow City Duma and other regulatory documents. And the task of strengthening the material base of the regional branches of parties is not there.

“But according to the instructions of Valery Rashkin, candidates nominated to the Moscow City Duma in single-mandate constituencies were obliged to“ give ”two positions of state assistants to the city committee. In fact, they will not fulfill their duties, but will work in the city committee of the Communist Party of the Russian Federation. And also half of the prize fund should be donated to the fund of the Moscow city organization of the Communist Party of the Russian Federation. This is a scheme for the withdrawal of budgetary funds from the budget of the city of Moscow in favor of the Moscow city organization of the Communist Party, “- said Loktev.

As Deputy Shuvalova wrote on Facebook earlier, if she was expelled, she was accused of not fulfilling the obligations to formalize the candidates for the candidates sent by the party and to pay the party maximum – monthly contributions allocated to the fund for material support of the regional branch of the Communist Party of the Russian Federation. She recalled that she does not receive a salary in the Moscow City Duma, therefore she cannot make deductions, unlike Rashkin himself.

Loktev told RT that it was impossible to prove his case at the internal party level. According to him, formally there are appeal bodies, but in reality they do not work. “If Rashkin wanted a person not to be in the party, he will not be. We have a serious authoritarian organization. Precisely authoritarian, in which the principles of democratic centralism are purely formal, ”the deputy added.

The leadership of the Communist Party at the federal level does not pay attention to the situation in the Moscow office, Loktev said. He noted that in the capital’s organization of the Communist Party of the Russian Federation there is a serious outflow of supporters, especially young people. “Confidence in the party begins to fall, because when you are an oppositionist, you need to be consistent in your actions,” Dmitry Loktev said.

Earlier communists from the Krasnogvardeisky district branch of the party in Moscow announced about unspoken collusion in the capital branch of the Communist Party of the Russian Federation. Primary party organizations of the region made an appeal to the leader of the Communist Party of the Russian Federation Gennady Zyuganov. In particular, it was noted that the majority of members of the local branch of the Communist Party of the Russian Federation supported the nomination of Nikolai Sergeev as a candidate for the elections, but the secretary of the city committee Valery Rashkin rejected this proposal and nominated a certain V.V. Petrov. The letter notes that the only “positive” quality of the candidate proposed from above is the availability of money.

Pavel Danilin, director of the Center for Political Analysis, confirmed that the Moscow branch of the Communist Party has serious internal problems: “Theoretically, in Moscow it would be possible to make a hype on oppositionism. This is what Rashkin is actually trying to do. But at the same time he violates all the rules of political community and creates problems for the Communist Party. “
