The financing need of the Romanian economy is 131 billion lei in 2021


The financing need in 2021 is 131 billion lei, of which 80 billion lei for the budget deficit and 51 billion lei for the old debt, according to estimates by the Ministry of Finance.

“In 2021, the gross financing need at government level is about 130.8 billion lei, the total volume of loans to be attracted by the Ministry of Finance on internal and external markets being determined by the forecast level of the budget deficit, of 7, 16% of GDP (approximately 80 billion lei) as well as the volume of debt to be refinanced in 2021, in the amount of approximately 51 billion lei ”, the institution transmits.

The budget deficit of 80 billion lei, ie 7.16% of GDP, estimated by the government in 2021, would be covered in proportion of 48% of the domestic market and 52% of the foreign market.

“Taking into account the objective of limiting foreign exchange risk as well as the development of the government securities market, it is estimated that the budget deficit will be financed in proportion of about 48% from internal sources and 52% from external sources.”

In 2020, the gross financing need amounted to almost 150 billion lei, attracted by Finance on foreign and domestic markets to cover the budget deficit of 102 billion lei (9.8% of GDP) and to roll the old debt . Romania’s public debt rose from 373.6 billion lei (35.3% of GDP) at the end of 2019 to 498.3 billion lei (47.7% of GDP) in December 2020.
