Total war between PNL and USR-PLUS. The Liberals want the police to check floating visa applications


A large group of PNL deputies has initiated a bill that strikes directly at USR-PLUS allies. The normative act wants to condition the issuance of visas of floating proof that the applicant actually lives at the indicated address. And before the visa can be issued, the police must check if this is true. Last year, USR-PLUS opposed the conditioning of the right to vote for non-residents in a locality, if they had a floating visa obtained 90 days before the local elections.

The project under parliamentary debate was initiated by the deputy Gigel Știrbu and was signed by 42 party colleagues. The action aims at the registration of persons and identity documents, in the sense of preventing electoral tourism and “distorting the election results”. The motivation for initiating such a normative act comes as a result of an analysis made at the level of 200 localities, where it was found “an increased migration in the elections of 2016 and 2020”, when the number of floating visas was 20,000 applications, all issued around the elections “. The explanatory memorandum shows that, in the years without elections, in the same localities the applications for issuing floating visas were ten times less – 2,000 applications.

“There are people who get their floating visa three, four, five days before election day. Then he exercises his right to vote there, and for four years he no longer walks through that locality “, writes the liberal Gigel Știrbu.

Thus, it is proposed that the applicant declare on his own responsibility that he has lived for more than 15 days at the address where he has his secondary residence, and such a declaration must be given quarterly. Moreover, the draft law stipulates that the authorities must check in the database the number of existing floating entries at that address and, where there are more than two such entries, they shall inform the national police, “in order to carry out checks in the field, from which to result if the visa applicants actually live at the mentioned address ”. “If the police find that the persons concerned do not live at the declared address, their requests will be rejected,” the legislative initiative also states.

Last year, in the spring, the USR-PLUS Alliance challenged the amendment made by the Orban Government regarding the restriction of the right to vote for citizens who obtain a floating visa less than 90 days before the election date. The change had been included in the draft for which the government has committed itself and which provides for the election of mayors in two rounds. “Such a restriction cannot be justified by the phenomenon of” electoral tourism “given that the electronic verification system excludes multiple voting. A very large number of citizens, students, young people in general, will not be able to vote in the local elections, if the law is promoted in the form sent by the government “, said those from USR-PLUS.
